Annex Release or Movement
The St. Bernard Parish Prison Annex is not established in current official directories as a separate operating jail. The present DPS&C parish page identifies one St. Bernard Parish Prison at 1900 Paris Road. A legislative report dated April 2021 used the combined label “St. Bernard Parish Prison and Annex.” That evidence supports the name, but not a current stand-alone release desk, roster, phone line, or separate release process.
For a named person, ask SBSO whether the booking record identifies the prison, the annex, or the combined complex. Then ask what the last movement meant. An internal move between units is not release. Movement to another parish jail or a DPS&C site is a transfer. Bond, time served, dismissal, sentence completion, parole, or good-time release may lead outside secure custody, though another hold can change the destination.

The public search route is the same SBSO and LAVNS route used for the parish prison. There is no verified annex-only roster and no official SBSO recent-release feed. A current-roster non-result can reflect a name issue, update lag, internal move, transfer, or release. It cannot select among them.
- Search parish and statewide LAVNS by exact name and any known ID. Note the agency, status, and update time.

- Ask whether the last event was internal movement, transfer to a named authority, or release into the community.

A precise written request should provide the person's full name, date of birth, booking number if known, and a narrow booking date range. Ask whether the existing housing history names the annex. Request the out date and time, movement code, destination, and receiving agency. Ask for electronic delivery and a cost estimate before chargeable copies. Do not ask staff to create a new annex report.
Documented St. Bernard Annex
The current DPS&C St. Bernard entry displays one prison listing. The successful manifest capture below is relevant because it shows the current official presentation, which differs from the older combined label.
The image supports the shared contact route. It does not settle whether an annex unit is operating for a particular booking, which is why the housing or movement record must answer that question.
Louisiana Code of Criminal Procedure article 228 makes the booking book and booking summaries open for inspection. Those booking materials can help identify the admission. Release details may sit in a different existing record, such as a custody history or movement log. Request both sides of the sequence.
Annex Mixed-Custody Snapshot
The April 2021 legislative report listed a capacity of 250 and a population of 194 for the combined prison and annex. It classified 157 people as state offenders and 37 as parish or pretrial. These are dated figures, not today's population. They still prove why a St. Bernard annex inquiry must check state custody.
A state offender can move out of the St. Bernard complex into a reception center, another parish facility, a state prison, a transitional setting, or community supervision. For men, DPS&C says normal reception is through the Adult Reception and Diagnostic Center at Elayn Hunt. Women ordinarily process through the Louisiana Correctional Center for Women. These are state placement paths, not claims about a named person's destination.
Use LAVNS and the DPS&C telephone locator at 225-383-4580 when the movement record shows state custody. Provide the DPS&C number, or the name and date of birth. A community status means release from secure custody may have occurred, but supervision can remain.
Read Annex Release Fields
A complete event record should be read field by field. The booking number ties the person to one stay. The housing history can establish whether “annex” was used. The out timestamp shows when the person left the recorded unit or complex. The movement type and destination show whether custody ended or continued.

The court minute answers a separate question: why a legal basis for release or transfer existed. It may precede actual processing. Preserve both timestamps rather than using the court date as the physical out time.
Annex Federal Handoff Check
An archived DOJ table once listed 50 federal prisoners at “BERNARD PARISH PRIS.” It is historical and does not prove a current contract, a current annex population, or a present federal placement. If an SBSO record names USMS, use the federal docket and appropriate federal contact. A pretrial person may be held under USMS authority before any BOP designation appears.
No current St. Bernard ICE agreement was verified. An ICE detainer can request notice and up to forty-eight more hours so DHS may take custody. If the annex or prison record names ICE as the destination, the accurate statement is transfer from parish custody into ICE custody. Search ODLS and use the official ICE contact if no result appears.
Note: A federal or immigration locator serves only its own system and cannot certify an ordinary St. Bernard Parish community release.
Classify Annex Record Outcomes
Words in a custody record can be narrow. “Bond” means pretrial departure under the case and bond terms, not acquittal. “Time served” may reflect credit or a sentence. “Transfer” always calls for a receiving-system check. “Parole” or good-time release usually begins supervision. “Discharge” is the later end of the relevant custody and supervision obligation.

When evidence conflicts, build a timeline from the SBSO movement, receiving intake, court action, and LAVNS update. That method protects the key distinction the annex label creates: leaving one recorded location is not the same as leaving custody.
For an older annex reference, the St. Bernard Clerk's docket and minutes can preserve the case after a current custody interface changes. Search by party name and verify the case number, charge, and event date. The court can show dismissal, sentence, credit, bond, or revocation. It may not name the housing unit or physical exit time, so pair it with the SBSO record.
Current operating facts that remain unpublished include annex status, release door, processing schedule, property return, and family waiting arrangements. Ask Corrections directly. Do not turn the dated combined name or capacity table into a claim about how the complex works today.
A no-record response also needs narrow wording. Recheck name spelling, suffix, date of birth, booking number, and date range. Ask whether the current prison record system or a legacy custodian holds the older entry. “No responsive annex record” does not prove that the person was never held, never moved, or entered the community. It reports only the scope of that search.
Property and prisoner-account details at release are also unpublished for the annex. The sheriff's audit confirms that individual prisoner balances exist in custodial funds, but it does not explain the time, form, or place of return. Ask Corrections about the specific release process. Do not promise gate money, a check, cash, property pickup, or a particular exit. If property remained after an internal move, clarify whether the same custodian retained it before describing the event as a final release from the complex.
